Our Story

Founded by Saif Al Hinai, Tilam National Projects is rooted in a deep commitment to Oman’s growth. Saif’s journey began at Muscat Municipality, where he gained early exposure to urban development, infrastructure, and municipal governance.

He then took on a pivotal role at Blue City, contributing to one of Oman’s most ambitious mixed-use developments, before ascending to a leadership position as Chief Development Officer at Omran Group — where he helped steer national projects aligned with Oman Vision 2040.

With rich experience spanning public sector governance, large-scale real estate development, and tourism strategy, Saif built Tilam National Projects as a platform to continue driving Oman’s future — blending innovation with heritage, and strategy with sustainability.
